Who is responsible?

I just read about Riley Cooper READ STORY , Rangers gave him a 250k bonus with only the expectation of him showing up to Spring training March 1. To hear Cooper tell it Texas should be talking with him more, telling him what is going on. Ok, here is my question, did Texas just give him 250k with no paperwork? dose Cooper not sign something saying he will show up or give back the cash? Did Cooper do this on his own or is there an agent involved? Is it the Ranger's responsibility to hold his hand in the process? “I must not mean that much to them,” Cooper said. Guess he forgot that Texas gave him the 250k and invited him to camp! “Hopefully they contact me. I’m not going to contact them.“I’m waiting, Texas.” Come on Riley are you kidding, you got cash and an invite to camp. What more are you wanting at this point? It is your turn to show interest and prove you are worth the Ranger's time not the other way around.
